How to become a member?

By Laws of the International Military Testing Association

Article I - Name

The name of the organization shall be the International Military Testing Association (IMTA).

Article II – Purpose

  1. Discuss and exchange ideas concerning human resource research and strategy.
  2. Discuss the mission, organization, operations and research activities of associated organizations engaged in military personnel assessment.
  3. Foster improved personnel assessment through exploration and presentation of new techniques and procedures for behavioral measurement, occupational analysis, personnel trends, manpower analysis, simulation modeling, training, human factors, selection methodologies, leadership and organizational behavior, and survey and feedback systems.
  4. Promote cooperation in the exchange of assessment procedures, techniques, and instruments.
  5. Promote the assessment of military personnel as a scientific process for improving military personnel management.

Article III – Participation

The following categories shall constitute the membership within the IMTA:

  1. Primary Membership shall be open to personnel assigned to organizations of the armed services and defense agencies that have been recognized by the IMTA Steering Committee as Member Organizations and whose primary mission is the assessment of military personnel. Representatives from the Member Organizations shall constitute the Steering Committee.
  2. Associate Membership shall be open to personnel assigned to military or governmental entities engaged in activities that parallel those of primary membership. Associate members shall be entitled to all privileges of the primary members with the exception of membership on the Steering Committee, which may be waived by a majority vote of the Steering Committee.
  3. Non-Member participants are all other personnel who wish to participate in the annual conference, present papers, or participate in symposium/panel sessions. Non-member participants will not attend the Steering Committee meeting nor have a vote in the association affairs.

Article IV – Dues

No annual dues shall be levied against the members or participants.

Article V – Steering Committee

  1. The governing body of the Association shall be the Steering Committee, which will consist of representatives from each of the Member Organizations and other members who are appointed by majority vote of the Steering Committee. Commanders or senior officials of the Member Organizations will each appoint one voting Steering Committee Member.
  2. The Steering Committee shall have responsibility for and provide general supervision over the affairs and activities of the Association. The Steering Committee shall conduct the business of the Association between the annual conferences of the Association by such means of communications as selected by the Chair.
  3. Meetings of the Steering Committee shall be held in conjunction with the annual conference of the Association and at such times as requested by the Chair. Representation from a majority of the Member Organizations shall constitute a quorum.
  4. Each member of the Steering Committee shall exercise one vote toward resolving Steering Committee deliberations.
  5. (Added November 2003) All past recipients of the Harry Greer Award will be ex officio, nonvoting members of the Steering Committee, unless they still represent their organization, in which case, they would still be a voting member. (The intent here is to maintain the institutional knowledge, the depth and breadth of experience, and the connection to our history that could be lost since Executive Steering Committee members are subject to change.)
  6. (Added November 2005) If a member of the Steering Committee is not contactable or should fail to send a representative to the annual Steering Committee meeting for three consecutive years, the membership of that member will be deemed to have lapsed. It will be noted and recorded at the steering committee meeting. The reinstatement of the membership will follow the same process as a new organization requesting to be a member.

Article VI – Officers

  1. The officers of the Association shall consist of the Chair of the Steering Committee and a Secretary and Treasurer who serve at the pleasure of the Chair.
  2. The Steering Committee shall select its Chair for the following year at the annual conference. The term of the officers of the organization shall begin at the close of the annual conference of the Association and shall expire at the close of the next annual conference. It shall be the duty of the Chair of the Steering Committee to organize and coordinate the annual conference of the Association, carry out the administrative activities of the IMTA related to the annual conference, and perform the duties customary to hosting the annual meeting.
  3. The Chair shall appoint a Secretary and Treasurer. The duties of the Secretary shall be to keep the records of the Association, record and publish the minutes of the Steering Committee, conduct official correspondence for the Association, and to insure notice for the annual conference. The Secretary shall also solicit and receive nominations for the Harry H. Greer Award. The Treasurer shall develop a budget for the annual conference, manage and process expenditures and conference fees, and pay outstanding debts incurred as a result of the conference.

Article VII – Meetings

  1. The association shall hold a conference annually.
  2. The Member Organizations shall coordinate the annual conference of the Association, either individually or as a consortium. The order of rotation shall be determined by the Steering Committee.
  3. The annual conference of the Association shall be held at a time and place determined by the coordinating Member Organization(s). The coordinating Member Organization(s) and the tentative location for each annual conference for the following three years shall be announced at the annual conference.
  4. The coordinating Member Organization shall exercise planning and supervision over the program and activities of the annual conference including the final selection of program content.
  5. Any Member Organization desiring to coordinate an annual conference may submit a formal request to the Chair of the Steering Committee no less than 18 months prior to the date it wishes to host that conference.

Article VIII – Committees

  1. Committees may be established by vote of the Steering Committee. The chair of each committee shall be appointed by the Chair of the Steering Committee from among the members of the Steering Committee.
  2. Committee members shall be appointed by the Chair of the Steering Committee in consultation with the chair of the committee being formed. Committee chairs and members shall serve in their appointed capacities at the discretion of the Chair of the Steering Committee. The Chair of the Steering Committee shall be an ex officio member of all committees.
  3. All committees shall clear their general plans of action and new policies through the Steering Committee. No committee or committee chair shall enter into activities or relationships with persons or organizations outside of the Association that extend beyond the approved general plan or work specified without the specific authorization of the Steering Committee.

Article IX – Amendments

  1. Amendments to these By Laws may be made at the annual conference of the Association.
  2. Proposed amendments shall be submitted to the Steering Committee not less than 60 days prior to the annual meeting. Those amendments approved by a majority of the Steering Committee may then be ratified by a majority of the assembled membership. Those proposed amendments not approved by the Steering Committee may be brought to the assembled membership for review and shall require a two-thirds vote of the assembled membership to override the Steering Committee action.

Article X – Voting

All members attending the annual conference shall be voting members.

Article XI – Harry H. Greer Award

  1. The Harry H. Greer Award signifies long standing exceptional work contributing to the purpose and aims of the International Military Testing Association.
  2. Selection Procedure:
  • Prior to June 1st of each year the Secretary will solicit nominations for the Greer Award from members of the Steering Committee. Award nominations shall be submitted in writing to the Secretary by July 1st of that year.
  • Prior to the annual conference, the Chair of the Steering Committee will canvass others members of the Steering Committee to review the award nominations and to reach a consensus on the selection of a recipient of the award.
  • No more than one person may receive the award each year but the Steering Committee may decide not to select a recipient in any given year.
  1. The Award will be presented during the annual conference. The Award will be a certificate, with the text prepared by the officers of the Association.

Article XII – Enactment

These By Laws shall be in force immediately upon acceptance by a majority of the assembled membership of the Association.
